I've really enjoyed using this site and would like to see our library do something similar for internal questions. Is the software for this something you guys developed and/or is it open-source? What does it run on?

The software they are using is called Stack Exchange. As I understand it, Stack Overflow, a nice alternative to Experts Exchange, is the original site and the developers later spun off its capabilities into the Stack Exchange application. As an aside, if you're a techie librarian, Stack Overflow is definitely worth a visit.

My guess is that it is based off of stack overflow, given that it basically looks and operates the exact same.

Also given some other comments and discussions I've seen about stack overflow, some of the comments I've seen about ability to modify the site here I'd guess it's a hosted service. Further evidence of this is that the ip addy for this resolves to lbny-se.fogcreek.com, which is one of the companies involved in stack overflow. Given fogcreek's other software, I'd be surprised if it's "open-source", at least in the more strict sense.
